The Chairwoman of the Alabama Republican Party has been hired as a consultant for a lobbying firm that often works on the behalf of gambling and casinos interests.

Chairwoman Twinkle Andress Cavanaugh took a consultant’s job at the lobbying firm Capitol Resources of Jackson, Miss. even though her party is deeply opposed to gambling and casinos.

Capital Resources, which is one of Mississippi’s foremost lobbying firms, represents the Mississippi Band of Choctaw Indians, which owns gambling and casinos operations in Mississippi and the Beau Rivage Resort and Casino in Biloxi.

Chairwoman said that she took the job with the stipulation that she would not be assigned to cases involving gambling and casinos.

“That’s in my contract. I won’t touch anything related to gambling,” Cavanaugh said.
Henry Barbour, a partner in the firm and a nephew of the state governor, said that he asked Cavanaugh to come to work for Capitol Resources after they met at the Republican National Committee in Washington in 1994. Barbour said that the chairwoman had told him and his firm ahead of time that she would not take on any cases that were related to gambling and casinos.

“Before she came to work for us, she made it clear she would not represent gambling interests,” he said.

Mississippi officials have expressed concern over the widespread availability of virtual gambling machines.

According to Gaming Commission Executive Director Larry Gregory, the state loses at the very least $35.9 million in lost tax revenue every year on the virtual gambling machines. This estimate is conservative, said Gregory, since it is based on an average of 100 machines in each of the state’s 82 counties, and there are probably many more.
Since virtual gambling is illegal outside casinos in the state of Mississippi, the large majority of the machines in the state are illegal.

Law enforcement officials say that, although they know that there is a virtual gaming machine located every few miles throughout the state, stopping this activity is relatively low on their list of priorities.
J.W. Ledbetter, chief of criminal intelligence for the Gaming Commission, maintains a staff of five full- time officers who deal exclusively with the gambling industry. However, he says that both his budget and his manpower are insufficient for truly tackling the virtual gambling industry. In an average year, the Gaming Commission seizes around one thousand machines. However, with more resources, Ledbetter says that he could seize many more.

Last week, eight meat- packing plant workers in Nebraska shared a $365 million Powerball lottery gambling game. That amounted to a total of $22 million for each of the workers from the ticket that was purchased by one of the men in their gambling game group. After taxes, each of the eight (former, most likely) meatpacking workers is richer by around $15 million.

The event was heavily covered by the media, for obvious reasons. This is a true rags- to- riches human interest tear- jerking story. Even CNN devoted close to an hour of unedited coverage to the ceremony celebrating the gambling game victory story, interrupting a regularly scheduled broadcast to announce the winners.

As interesting as the story of the Nebraska gambling game winners may be to audiences across America, public health experts warn that the lottery is just that: a gambling game, and not a reasonable alternative to saving for retirement or for a child’s college education.

Verna V. Gehring of the School of Public Affairs at the University of Maryland cautions that, contrary to the beliefs of many Americans, gambling game lotteries are not a “prudent personal investment strategy.”

Since Hurricane Katrina ravaged the Gulf Coast several months ago, Mississippi government officials have decided to allow offshore gambling casinos that rebuild in the state to operate on dry land.

Several casinos have taken the state up on their offer, relocating from their barges onto dry land. The on- land success of the formerly offshore gambling casinos is unprecedented, with the casinos bringing in record amounts of money since they reopened in December of 2005 and January of 2006.

However, the Mississippi Gaming Commission has now thrown an additional wrench into the plans of many Gulf coast area offshore gambling casinos. The Commission recently proposed that all casinos that wish to relocate will have to have every inch of their gambling floors within 800 feet of the mean high water line. The only exception to the proposed rule would apply to property of the State Port of Gulfport.

Commission Chairman Jerry St. Pe said Thursday that the new restriction is very much in the spirit of what legislators intended when they allowed the offshore gambling casinos to rebuild on dry land.

“The commission and its staff is confident that as we’re putting it out for public notice, it accurately reflects the intent of the (law) … I think it reflects what the Legislature intended it to do and in some cases clarifies what it intended it not to do,” he said.

A North Dakota legislator has announced plans to campaign to license internet gambling casinos in his state.

State Rep. Jim Kasper, R-Fargo knows that internet gambling casinos will most likely not be licensed out of North Dakota anytime in the near future. Nonetheless, he hopes to raise awareness about the issue through his publicity campaign.

However, there are many challenges involved in bringing together internet gambling casinos, since they are located all over the world. Kasper compared trying to organize the internet gambling casinos industry to ‘trying to herd a bowl of Jell-O.’

“If I were wealthy and I could take a lot of time away from my business to maybe devote my time to that only, maybe I could get it done,” he said. “But I’ve got bills to pay.”

In order to pass legislation to make it legal to license internet gambling casinos in North Dakota, several procedures need to be followed. Kasper would need to draft a proposed law and constitutional amendment, get Secretary of State Al Jaeger’s approval of petitions from residents, and register a committee to raise funds for the campaign.
